It is now more than two years ago since the local Defence Committee and Lieutenant Governor sent in their report on Defences of Hong Kong, but nothing as yet has been done to carry out their recommendations.

There seems to be no immediate prospect of any money being granted by the Home Government, unless there should be another scare, in which case the necessary work would be sanctioned by the Secretary of State for War,
